Fair Usage Policy

CatProxies is committed to providing high-quality, reliable services to all customers. This Fair Usage Policy (“Policy”) is designed to ensure that all customers can use the services fairly and equitably. By using the services, you agree to comply with this Policy.

1. Purpose

The purpose of this Policy is to prevent improper use of the services that could negatively impact the experience of other customers. This Policy outlines what constitutes fair usage, the specific thresholds that apply to Unlimited Bandwidth plans, and the actions that may be taken if unfair usage is detected.

2. Fair Usage

2.1 General Principles

  1. Equitable Access: The services are intended to be used by all customers in a manner that does not adversely affect performance or availability for others.
  2. Reasonable Use: Customers are expected to use the services in a reasonable manner. Excessive usage that goes beyond typical or expected usage patterns may be considered unfair.

2.2 Specific Guidelines

  1. Bandwidth: Excessive consumption of bandwidth that impacts other customers may be subject to limitations or restrictions.
  2. Connections: Overuse of concurrent connections that disrupts the service for others is prohibited.
  3. Resource Allocation: Using resources in a way that unfairly monopolizes system resources, such as CPU, memory, or storage, is not allowed.

3. Unlimited Bandwidth Datacenter Proxy Plans

Datacenter plans marketed as Unlimited Bandwidth are governed by the additional terms in this section. These terms protect shared network capacity from a small number of accounts whose traffic profile would otherwise degrade speeds for everyone routed through the same infrastructure.

3.1 Rationale

Removing a hard bandwidth cap does not remove the underlying physics of a shared network. Sustained traffic well above typical patterns produces queuing, packet loss, and reduced throughput on adjacent sessions. The thresholds defined below allow CatProxies to keep the Unlimited label honest in normal operating conditions while retaining the ability to manage outlier accounts before they cause measurable harm to other customers.

3.2 Applicability

  1. Terms in this section apply exclusively to Datacenter Proxy subscriptions sold under the Unlimited Bandwidth model.
  2. Unlimited Bandwidth is offered only on Datacenter packages of 1,000 proxies and above.
  3. Datacenter plans sold with a metered allowance, and all non-Datacenter products, are outside the scope of this section.

3.3 Monthly Soft Threshold

Every Unlimited Bandwidth Datacenter subscription carries a soft monthly traffic threshold expressed in terabytes. The threshold scales linearly with the size of the subscription and is determined by the following relationship:

Soft threshold (TB per month) = Number of Datacenter proxies ÷ 100

Traffic below this threshold is delivered without speed management under this Policy. Traffic above this threshold remains permitted, but becomes eligible for the speed management described in Section 3.5.

3.4 Reference Table

3.5 Speed Management

  1. Within the soft threshold, individual proxies deliver line-rate performance, typically in the range of 300 to 500 Mbps per session.
  2. Traffic that materially overshoots the soft threshold becomes eligible for rate limiting on a per-account basis.
  3. The magnitude of any rate limit is not fixed in advance. It is set against current network load and the shape of the account’s recent traffic.
  4. Accounts that persist well above the soft threshold after rate limiting has been applied may see further graduated reductions in available throughput until consumption returns to a level consistent with this Policy.

3.6 Operational Notes

  1. These terms attach to every active Unlimited Bandwidth Datacenter subscription, regardless of when the subscription was opened.
  2. Thresholds, reference figures, and speed management procedures in this section may be revised in response to infrastructure changes, network conditions, or observed usage trends.
  3. Revisions take effect on publication. Advance notice is not guaranteed where a change is required to preserve network stability.


4. Plan Sharing and Multi-User Abuse on Unlimited Plans

Unlimited plans, including IPv6 Unlimited and Unlimited Bandwidth Datacenter Proxy plans, are intended for a single customer account and a reasonable operational use case. These plans are not designed to be split across multiple independent users or resold informally between unrelated parties.

Purchasing a single Unlimited plan and distributing access across many independent users (for example, sharing one IPv6 Unlimited plan among 15 separate individuals) generates traffic patterns that the upstream network may flag as abuse. Such patterns can trigger automated detection systems on the provider side and may result in the plan being throttled, restricted, or blocked outside the control of CatProxies.

To protect network integrity, the following conditions apply:

  1. Unlimited plans are intended for use by a single customer or organization, not as a shared resource for unrelated users.
  2. Traffic patterns that resemble abuse, spam, or distribution of credentials across many independent endpoints may be considered a violation of this Policy.
  3. If upstream providers detect abusive patterns originating from a shared plan, the plan may be suspended or terminated, with or without prior notice.
  4. CatProxies may, at its discretion, terminate plans that are found to be shared in a manner inconsistent with intended use.
  5. Customers requiring access for multiple independent users or teams should request a tailored configuration through the support channel rather than splitting a single Unlimited plan.

5. Prohibited Activities

Unfair usage includes, but is not limited to, the following activities:

  1. Automated Usage: Using bots or automated scripts to access or use the services in a manner that generates excessive load.
  2. Spamming: Sending large volumes of unsolicited messages or requests.
  3. Unauthorized Access: Attempting to gain unauthorized access to the services, other accounts, or systems.
  4. Malicious Activities: Engaging in activities that are harmful to the services or other customers, such as distributing malware or launching denial-of-service attacks.
  5. Plan Sharing Abuse: Distributing access to a single Unlimited plan across multiple unrelated users in a manner that generates traffic patterns flagged as abuse by upstream providers.

6. Monitoring and Enforcement

6.1 Monitoring

CatProxies monitors usage patterns to identify and address any instances of unfair usage. This monitoring is conducted in accordance with the Privacy Policy.

6.2 Enforcement

If activity that violates this Policy is detected, the following actions may be taken:

  1. Warning: Issuing a warning to the customer regarding the detected unfair usage.
  2. Temporary Suspension: Temporarily suspending the customer’s access to the services to mitigate the impact on other customers.
  3. Service Restriction: Limiting or throttling the customer’s usage to bring it within acceptable limits.
  4. Termination: Terminating the customer’s account for repeated or severe violations of this Policy.

7. Your Responsibilities

As a customer, you are responsible for ensuring that your use of the services complies with this Policy. You should:

  1. Monitor Your Usage: Regularly review your usage to ensure it remains within reasonable limits.
  2. Respond to Warnings: Promptly address any warnings or notifications regarding your usage.
  3. Report Issues: Notify CatProxies immediately if you believe your account has been compromised or if you observe any suspicious activity.
  4. Use Plans as Intended: Use Unlimited plans for a single customer or organization rather than distributing access across multiple unrelated users.

8. Changes to This Policy

This Fair Usage Policy may be updated from time to time. Customers will be notified of any changes by posting the updated Policy on this page and updating the “Effective Date” at the top. Customers are advised to review this Policy periodically for any changes.
